It could be enforced if people were willing/able to take their disputes all the way to the SCOTUS. And they really do come down on the side of property owners most of the time, depends on which way Kennedy is feeling when he wakes up in the morning.

The constitution isn't some magical flawless document, but it has an amendment process to fix those flaws as necessary. The problem now is that the federal government finds it more convenient to ignore the constitution than to go through the amendment process, meaning there are basically no limits on the power of the federal government.

This depends on your philosophy regarding the Constitution. Judicial conservatives tend to take a pretty orginalist view whereas others (including Thurgood Marshall, btw) tend to view it as a living document, where the interpretation can change according to the cultural context in which it's being applied.

I can accept the living document thing to some extent, but some interpretations have nothing to do with what the constitution actually says. The interstate commerce clause reads:

Well that's not entirely true, everyone here seems to ignore it when the SCOTUS does put limits on the Legislature, I'd try looking [here](http://en.wikipedia.org/wiki/United_States_v._Lopez), and then [here](http://en.wikipedia.org/wiki/United_States_v._Morrison) to get an idea of what the limits are. That's true, but things like the interstate commerce clause have been stretched way beyond their original scope. When alcohol was federally prohibited in 1919, they knew they needed a constitutional amendment to do so. But today, people who grow marijuana for personal use are facing federal charges under the interstate commerce clause, when their drug use is neither interstate nor a part of commerce ... Dear courts. I firmly disagree with the way you've been ruling. Rather than follow an amendment process, you've broadly expanded the federal government's power through a very loose interpretation of that document.
I am now asking you to overturn every decision you've made that didn't follow the amendment process. Please diminish your own power greatly.

If there is a direct economic impact then you probably have standing (meaning you can sue). But, no, taxpayer status alone probably won't do it, only very narrow Constitutionally explicit violations (1st amendment) have had that effect.

The constitution is dead.
Its hardly worth anything at this point.
The federal government is now totally without limits on its powers.
We are only about 20 years away from having national police and fire services, and eliminating the need for local and state governments totally.

Your conclusions really don't follow from your premise there. Just because one gets stronger does not necessarily mean that the other gets weaker. They can have different areas that they address. Local and State governments don't really seem that powerless to me, just corrupt.And State's all have constitutions that give you added rights to the floor of Federal constitutional rights so maybe move somewhere ...
